The Supreme Court ruled in 2024 that homeless can be arrested if sleeping on the streets – even if there isn’t alternative housing. Lorain Council is proposing a penalty of up to one month in jail and a $250 fine.

The county has about 178 homeless (from a January 2025 Chronicle article). How many homeless are in Lorain – the city?

What happens when the $250 fine is not paid?

What is the cost of housing in jail vs. providing support services – housing, mental health/substance abuse support? Plenty of not for profit, support services in the area that could be offered.

What models have worked in other cities?

Has city council considered these issues? It’s easy to penalize – but does it help solve this very real – and tragic issue?
