Cost of replacing the water treatment plant has increased from $50 million to $80 million since first quoted in 2019. But, those numbers are “not exact” – (think they will firm up the budget prior to committing to a project manager?) according to Utilities Director. No mention of how to pay for this project…..historically, Lorain has borrowed for water/sewer projects. Let’s see if they focus on grants, low-interest loans – and using the $30 million grant from the EPA that was awarded in January 2021. Or use part of the extra $40 million they’ve collected from customers….subject to a class action lawsuit.
